I'd unreservedly say Sarah if they had stopped around Sarah 40.
I don't have enough Sarah records to back you up. Definitely Subway for me.
I've have got at least 15 Riot City singles, though the quality of those are mostly suspect. Still, if they had started at RIOT-20 (No Choice) and ended at RIOT-20 (No Choice) we could put Fried Egg further down the list.

Heartbeat had its moments. The Letters and Art Objects immediately spring to mind.
"circus records" is best known for the 2nd stingrays 45 & a few others are interesting + a comp lp that has some highlights
